Legal immigration and mobility in the EU`s political language, as presented, inter alia, in the Third Report on Immigration and Asylum (SWD (2012) 179 final) is a rather vague approach. It covers phenomena as diverse as economic immigration, recognition of skills, family reunification, integration and the prevention of illegal immigration (e.g. B awareness-raising campaigns, Frontex activities and Schengen governance). The EU should do what it has at hand: mobility is seen as a visa policy. It has been clearly proposed in the Global Approach to Migration and Mobility, and this approach should be supported. Visa liberalisation, in particular, is a very rewarding instrument for creating a genuine partnership. .
